For most planning permit applications, the local highway authorities, local councils or other state authorities, will request a Traffic Impact Assessment (TIA) or Traffic Report, mainly when a proposed development is expected to generate traffic that potentially may have an impact on the existing or future operations on the local highway network, parking areas, intersections, minor accesses, pedestrian/cyclists movements etc.

The TIA aims to provide authorities, and the community with a thorough understanding of how the proposed development will influence transportation in the surrounding area. This information is crucial for making informed decisions about the development's approval and ensuring that any necessary improvements or mitigations are implemented. The specific requirements for a TIA can vary by district and the scale of the proposed development.

The content within the TIA should demonstrate through traffic modelling (SIDRA, TRANSYT, VISSIM) how the development will affect traffic, safety, and accessibility in the area.

As part of the TIA, it may be required a parking demand and occupancy survey be undertaken to understand the availability of on and off-street parking available in the area to potentially accommodate any excess parking demand associated with the proposed development.
